2018 comes to an end in less than three months, so far at least 15 provinces nationwide announce the income guide line. Do you have a raise?
Heilongjiang Province Missing for Long
According to the statistics, at least 15 provinces published the guidance line of income 2018 including Gansu, Hainan, Tianjin, Shanxi, Jiangxi, Fujian, Inside Mongolia, Shandong, Henan, Sichuan, Shanxi, Jilin, Anhui, Yunnan, Shanghai, etc.
Apart from the above, Guangxi also published the notice to seek opinion on income guidance. The notice suggested 7% raise in cash shall be the standard line of enterprise, 11% as maximum and 2% as minimum.
There are still over ten provinces in the 31 provinces nationwide including Beijing, Zhejiang, Guangdong, Jiangsu, Chongqing, Heilongjiang, etc, did not publish the guidance line. It shall be noticed that in these regions, some even did not publish the guidance line for 2017, Heilongjiang Province is absent for many years.
Henan Performs the Best
Compared with the line in 2017 of the 15 provinces, except the vague line in 2017 of Shanghai, the standard line, maximum and minimum all raised. Income guidance line is a macro-control system, a ground for collective negotiation.
As to the standard line, compared to 2017,sixe provinces including Tianjin, inside Mongolia, Shandong, Sichuan, Jilin, Hainan decrease, and five provinces including Shanxi, Henan, Shanxi, Anhui, increase. Henan increase from7.5% last year to 12% this year.
As to the maximum, it is not set in Shanghai and Jiangxi. Compared to last year, seven provinces decrease, namely Tianjin, Inside Mongolia, Shandong, Sichuan, Jilin, Yunnan, Hainan, and among them, Tianjin, Inside Mongolia, Jilin, Yunnan decrease for 2 percent, and Shanxi, Henan, Anhui and Gansu increase.
As to the minimum, compared to last year, only Inside Mongolia and Yunnan decrease, nine provinces namely Tianjin, Shanxi, Jiangxi, Fujian, Shandong, Henan, Sichuan, Shanxi, Jilin level off, Anhui, Hainan and Gansu increase.
It shall be noticed that among the 15 provinces, only Inside Mongolia decreases in maximum, standard and minimum.
It is confusing for some people whether the income would decrease. Of course not. Representative of the regional social department suggested that the meaning of guidance line is to guide the employer to increase income. As long as the three lines are not negative, the income is increased.
Two Things need to be Specified
As to the income guide line, two things need to be specified.
For one thing, income guide line does not require the employer to raise income, but a guidance information suggested the raise by the government, which is not binding. However, the supervision on the execution is required in many places.
As suggested in Shanxi that the increase plan by the employer shall be registered in the local human resource and social security department. As regulated in Sichuan, the guidance line shall be considered an important base for the collective negotiation, which shall be raised by the labor union actively, and corresponded by the employer to reach an agreement and then submit to the local department.
Secondly the increase is not the same for everyone. The employer is suggested to increase differently from different positions according to its paying power and operation.
Take Shanxi as an example, it suggests that employer with stronger paying power and more rapid economic increase can raise in the scale between the standard and the maximum and the increase in income can be higher than the economic increase. Monopoly employers shall not break the standard line in principle. Employer with bad operation can increase below the minimum through democratic negotiation.
