Recently, the State Council has issued the Opinions on Integrating the Basic Medical Insurance Systems for Urban and Rural Residents (the “Opinions”).
The Opinions put forward that we shall gradually establish a unified medical insurance system for urban and rural residents nationwide and facilitate fairer security, more standard management services, and more effective utilization of medical resources, so as to promote the sustainable and sound development of the medical insurance system for all people. Meanwhile, the Opinions define six initiatives including the unified coverage, security benefits, health insurance directory, management of designated agencies, and management of funds, for the integration of basic systems and policies. In addition, the Opinions will also integrate insurance agencies and encourage qualified regions to straighten out health insurance management system and unify administrative functions on basic health insurance. It is imperative to perfect management and operation mechanism, improve service means and management approaches, and optimize insurance handling process, so as to increase management and service efficiency.
