With the popularization of urban superman, free fridge in the street, focus has been raised on the courier in the high temperature weather. Journalist in the Labor News notice that although many sites that used to be loosely controlled as a franchise is now actively respond to the head office to be a model by paying high temperature subsidy as required, many sites, especially the remote ones still do not grant the subsidy.

Some courier reported to get subsidy for the first time.

After finish the assignments for the whole morning, the sweaty courier Wang walked in the Yuantong Express site near Jingan railway station where green pea soup and water melon is provided every noon and nightfall. The courier reported to the journalist that they get 200 yuan for three months, compared to those who do not, they are very lucky.

Another courier Sun Qun who works in another Yuantong site in Jingan also feels lucky as he reported that as a three-year old member, he get 100 yuan high temperature subsidy from the last month together with the salary. When asked whether to know 200 yuan is the legal regulated subsidy, he answered that he does not know the regulation, but he is already very happy to get some for the first time. Likely, in the Yunda Express Putuo site, the director Xu pay 50 yuan monthly as subsidy to be a model at caring the first line couriers. Before, he just put some ice drink in the site. He told the journalist that he has done the best since he is responsible for the loss of the site.

Subsidy vaporizes in many suburban areas

With the effort from all departments, the situation of subsidy grant improves a little this year. However, there is still just few express companies perform as regulated by human resource and security department. According to the requirements, high temperature subsidy of 200 yuan monthly shall be granted during June to September for the employee who work in the outdoor environment or in the area that cannot be cooled under 33℃.

Young Xie from Zhongtong Express is quite familiar with the Songjiang Xinqiao area, when asked about high temperature subsidy during the survey, there is just question mark on his face. Does subsidy has anything to do with couriers? I have been doing this for several years, there is nothing but some cooling staff. With the help of Xie, the journalists did a survey in a small scale to find that couriers from over ten sites from different express companies never get subsidy.

Except one courier from Shunfeng said he got subsidy every year, couriers from franchise ones never get subsidy. Usually they get tower, hat, medicine, drinks instead of money.

Some couriers said that because of the big amount of assignments during summer, their piece rate wage rises, therefore bosses never mention subsidy and no one asks as well. Another situation is due to the quick mobility of this trade, part time employees usually are recruited in summer, the subsidy is hard to count.

Since the Regulation on Heatstroke Prevention on June, 2012, most provinces introduced the high temperature subsidy standard, but the performance differs, especially for couriers. With the speedy development, landing of the policy meet troubles in complicated operation model, mobility of employees.
