The Nation Statistics Bureau Shanghai Survey Team published Livelihood Series Report of Shanghai over 40-year Reform, providing that the employment rises 96.6% over 40 years.
Third Industry Rates 65.5%
The statistics shows as in 40 years, the employment scale expands from 6983200 people in 1978 to 13726500 people in 2017, rising 96.6%. In the mean time, with the upgrade of economics and the deepening of industry adjustment, the employment construction optimizes to meet the positioning requirement of modern metropolitan by decrease in first and second industry and speeding rise in the third industry(21.6% in 1978 to 65.5% in 2017).
Since the twelfth five-year plan, the employment situation in Shanghai has been doing great that around 600000 positions are increased every year and the unemployment rate is controlled at 4.1-4.2%, which maintain the vigorous economics and stable livelihood.
Residence Income Runs Higher than GDP Per Capita
Residence income increases leapfrog forward over the 40 years to reach at 62596 yuan and 27825 yuan per capita disposable income of urban and rural residence in Shanghai in 2017, 20 and 12 times of the year 1978 with average 7.9% and 6.6% yearly increase taking out the price element and incomparable elements. As to the trend, residence income increases in pace with the economics with rising stability.
Since the reform and opening, raising income of low income household has been the focus of livelihood project in Shanghai. In recent years, with 9+1 social aid system improves, covering basic social insurance, low income household, their income increase quicker than average. From 2015 to 2017, 20% lowest income household per capita disposable income increases 10.7%, 2 percent higher than city average.
Highest Minimum Wage Nationwide
The report showed an all-covered, base-insured, multi-level social insurance system is initially formed. Minimum wage system is applied since the 90s, adjusting every year since 1993 except 2009, reaching to 2300 yuan in 2017, the highest in the country, 11 times of 1993 with 10.6% yearly increase.
Service Consumption Leads
Statistics showed in 2017 per capita consumption reach to 42304 yuan and 18090 yuan for urban and rural citizens, 118 and 94 times of 1978, with 13% and 12.3% yearly increase. With the rise of consumption power, the construction of consumption also changes. Before reform and opening , the developing consumption need spreads from basic needs to higher needs, from food, cloth, basic need to live, traveling, medical, sports and entertainment.
