On June 7, 2023, Shanghai Tang Yi Law Firm, in collaboration with Shanghai Jiajing Consulting Services Co., Ltd., successfully held a seminar at the Shanghai International Trade Center for the year 2023.

2022 was a year of transformation, with frequent new labor protection policies and regulations related to epidemic prevention and control, protection of female workers, protection of workers in emerging industries, individual pension plans, family social security solidarity, labor dispute resolution, and more. How should employers respond to these changes?

The theme of this seminar was “Change, Adjustment, and Response.” Our intention was to guide everyone to embrace change, adjust approaches, and prepare for the future.

Despite the impact of the epidemic, it has been nearly three years since we last held a training seminar. However, the venue was packed, and we had to add seats at the last minute. The atmosphere on-site was enthusiastic, and the presence of numerous guests showed their passion.

During the seminar, we invited authoritative experts in labor dispute resolution from Shanghai to share insights on “Strengthening the Interpretation of Laws and Policies, Implementing Labor Indicators in the Business Environment.” Employment is the greatest livelihood project, the people’s project, and the foundation of society’s stability. It must be handled with urgency and diligence. Stabilizing employment and promoting employment means holding the hands of enterprises and employees, safeguarding the rights and interests of workers, and also supporting enterprises and promoting employment. Therefore, one of the key tasks in the field of human resources and social security from 2022 to 2023 is to promote employment. The experts explained in detail the key points of the “Shanghai Employment Promotion Regulations” and a series of related normative documents.

After explaining the existing policies, the experts also conducted an in-depth analysis of the labor indicators in the World Bank’s Ease of Doing Business Report. The World Bank’s Ease of Doing Business Report is a global assessment of the business environment conducted by the World Bank since 2003. It evaluates and publishes reports on the business environment of 190 economies worldwide based on 10 indicators, such as starting a business, taxation, and bankruptcy. Among them, the labor indicator is an important reference to understand the “business-friendly environment” of an economy. Currently, the municipal human resources department has put forward several targeted reform tasks in accordance with the evaluation requirements of the World Bank. The “Labor and Employment” category with its seven sub-indicators is also one of the recent key areas of focus.
